If the city’s Empowerment Zone strategy
 succeeds, it could serve as a model for other urban areas who don’t want state takeover by receivership, but must come to terms that outdated standards and practices no longer work.

More importantly, it would benefit Springfield students who need and deserve a better, more creative direction in their middle schools.”
